  - Drop the prebuilts archive, the packages-cache seeder, the RID-alias pass,
    the CDN crossgen2 pack and all three prebuilt-baseline files: .NET 11 needs
    none of them (see the comments at each former site)
  - Drop the implicit-rejection patch: adopted upstream
