This is the rewrite in (as much as possible) clean C++ of cm256.
cm256cc is a simple library for erasure codes. From given data it
generates redundant data that can be used to recover the originals.

This subpackage contains libraries and header files for developing
applications that want to make use of libcm256cc.

  - Add cm256cc-fix-pkgconfig-version.patch (gh#f4exb/cm256cc#23):
    PATCH_VERSION was never bumped for 1.1.1 or 1.1.2, so
    libcm256cc.pc still declared 1.1.0 and sdrangel's
    libcm256cc>=1.1.2 check silently disabled its cm256cc plugins.
    Also renames the library file to libcm256cc.so.1.1.2; the
    SONAME is unchanged.
  - Split the shared library out into libcm256cc1 per the shared
    library packaging policy; -devel now requires that instead of the
    main package, which no longer ships anything. libcm256cc1
    obsoletes the old main package, which owned the same library
    paths.
  - Correct License: cm256/gf256 carry the non-endorsement clause so
    they are BSD-3-Clause not BSD-2-Clause, the installed export.h is
    GPL-3.0-only and both public headers include it, and sse2neon.h
    is MIT.
  - Build with -DENABLE_DISTRIBUTION=ON: the default path runs
    try_run() CPU probes on the build host, so the compile flags and
    feature defines depend on which worker picked the job.
  - Add ExclusiveArch: x86_64 aarch64 - upstream has no scalar
    fallback and return()s early without SSSE3/NEON, which built
    nothing and failed %install on ppc64le and s390x. i586 would
    build but SSSE3 is above its baseline, and armv7l needs
    - mfpu=neon, which upstream does not add on this path.
  - Strip upstream's hardcoded /usr/lib install RPATH.
  - Stop installing cm256_rx, cm256_test and cm256_tx; they are
    upstream's unit-test and UDP demo programs, and cm256_tx tripped
    binary-or-shlib-calls-gethostbyname.
  - Run cm256_test as %check.
  - Package the LICENSE file.
  - Drop Group tags and replace deprecated %make_jobs with
    %cmake_build.
