* Build with CGO_ENABLED=0
(d:l:g maintainer: defaults recommended but keeping, except on
s390x armv6l armv7l where conflicts with:
error: -buildmode=pie requires external (cgo) linking, but cgo is not enabled)
* Re-enable go_modules service to create vendor.tar.xz
* Use pushd/pop to change into build directory to accommodate
unusual cmd/ dir having its own go.mod
* Build PIE with pattern that may become recommended procedure:

A go toolchain buildmode default config would be preferable
but none exist at this time.
* Drop mod=vendor, go1.14+ will detect vendor dir and auto-enable
* Drop Requires: golang-packaging. The recommended Go toolchain
dependency expression is BuildRequires: golang(API) >= 1.x or
optionally the metapackage BuildRequires: go
* Use BuildRequires: golang(API) >= 1.24 matching go.mod
